  2. Financial Capability: The company must have the financial capability to invest in the necessary infrastructure and equipment to provide internet services. This includes having a minimum net worth of Rs.10 crores and a performance bank guarantee of Rs.5 crores.
  3. Technical Capability: The company must demonstrate that it has the technical capability to provide internet services. This includes having the necessary infrastructure and equipment to provide internet services, as well as having the necessary technical expertise and personnel to operate and maintain the network.
  4. Business Plan: The company must submit a detailed business plan outlining its proposed internet services, target market, and revenue projections. This business plan should also include details on the proposed marketing and customer service strategies, as well as the company’s approach to customer data protection and security.
  5. Compliance with Regulations: The company must comply with all regulations set by the DoT and TRAI, including those related to customer data protection and security, network infrastructure, and technical standards.
  6. Trial Run: The company must conduct a trial run of its proposed services in order to demonstrate its technical capabilities to the DoT.
  7. License Fee: The company must pay the license fee as stipulated by the DoT.
  8. Clearance: The company must obtain clearance from the Ministry of Home Affairs, the Ministry of Defence, and the Ministry of External Affairs.
  9. Roll-out Obligation: The company must complete the process of roll-out obligation as per the guidelines of DoT
  10. Application: Submit the application for an ISP license to the DoT, along with all the required documents and information.
  11. Review and Approval: The DoT will review the application and if it is deemed complete and compliant with regulations, the DoT will issue a letter of intent (LOI) to the company.
