How to Apply for a Unified License (UL) VNO/ISP Authorization

Unified License framework application process for VNO and ISP in India

DoT's Unified License (UL) framework is the umbrella under which most current telecom service authorizations -- including VNO and ISP -- are actually issued, even though they're commonly just called "VNO license" or "ISP license." Understanding how the UL structure works clarifies a few things that otherwise seem confusing about the application process.

What "Unified License" actually means

Rather than issuing entirely separate license documents for every service type, DoT issues a Unified License with specific service authorizations attached to it -- VNO authorization, ISP authorization, and others. In practice, this means your "VNO license" or "ISP license" is technically a UL with that specific authorization, not a standalone document with a different structure.

The application path

  • Determine which service authorization you need (VNO, ISP Category A/B/C, or another UL service)
  • Confirm your company meets the eligibility and net worth threshold for that authorization
  • Prepare documentation: Certificate of Incorporation, MOA/AOA, audited financials, board resolution, CA net worth certificate, technical feasibility report
  • File with DoT along with the entry fee and applicable bank guarantees
  • DoT review and, where applicable, security clearance
  • License grant, followed by execution of any required agreements with underlying operators (for VNO authorizations specifically)

Why this distinction matters practically

Because VNO and ISP authorizations both live under the same UL framework, a company that later wants to add a second authorization (for example, an ISP operator later adding VNO authorization, or vice versa) is often extending an existing UL rather than starting an entirely separate licensing relationship with DoT from zero. This can meaningfully simplify expansion for operators who already hold one UL-based authorization.
