The Three Roles in PM-WANI
PM-WANI has three distinct participant types, defined by DoT. Most of our clients are PDOs or PDOAs -- we'll help you determine which registration you actually need.
Public Data Office (PDO)
The entity that actually operates the Wi-Fi hotspot -- a cafe, mall, apartment complex, or local shop. No DoT license or registration fee required; PDOs register directly with a PDOA.
PDO Aggregator (PDOA)
Aggregates and manages multiple PDOs, handling authentication, billing, and technical connectivity between PDOs and App Providers. PDOAs register with DoT.
App Provider
Builds the consumer-facing app that lets users discover and connect to nearby PM-WANI hotspots. Registers with DoT to operate nationally.
