Licensing gets you permission to operate. Last-mile infrastructure is what actually determines whether your subscribers get the service they're paying for. Here's what a realistic infrastructure plan covers.
Start with the connection type that matches your footprint
- FTTH (Fibre to the Home) -- the current standard for new urban and suburban rollouts, offering the highest reliable speeds and the best long-term upgrade path.
- FTTB/FTTC (Fibre to the Building/Curb) with copper or coax for the final stretch -- often more practical in dense, older buildings where running fresh fibre to every unit is disruptive.
- Fixed wireless access -- a strong option for hilly terrain, rural areas, or anywhere trenching fibre is slow or prohibitively expensive.
Most operators end up running a mix rather than one technology everywhere -- FTTH in new construction, fixed wireless to fill gaps where civil work would take too long.
Core network vs access network -- know the difference before you budget
Your core network (the routing and switching backbone connecting you to your underlying operator or upstream provider) and your access network (everything that reaches the actual subscriber) have very different cost and reliability profiles. Under-investing in the core to spend more on visible access-side rollout is a common early mistake -- subscribers notice core instability just as much as a slow last-mile connection, often more, since it affects everyone at once.
Permits and right-of-way, realistically
Laying physical fibre means dealing with municipal right-of-way permissions, and timelines here vary enormously by city and even by ward. Build this into your rollout schedule as its own workstream with its own timeline -- treating it as a formality that will "sort itself out" alongside network buildout is one of the most common causes of rollout delays that have nothing to do with the network itself.
The operational layer subscribers never see
- Subscriber management and billing (OSS/BSS) -- provisioning, invoicing, and plan changes at the speed customers now expect.
- Network monitoring -- proactive fault detection rather than waiting for complaint calls, which also feeds directly into the QoS reporting DoT and TRAI require.
- Lawful interception readiness -- a mandatory compliance capability, not an optional add-on, and one that's far easier to build in from day one than retrofit later.
A realistic infrastructure checklist before launch
- Core network design finalised and tested for the capacity you'll actually need in year one, not just at launch day subscriber counts.
- Access technology matched to your specific rollout areas, not a single one-size-fits-all choice.
- Right-of-way and municipal permissions tracked as their own project, on their own timeline.
- OSS/BSS, monitoring, and lawful interception systems live before your first paying subscriber, not bolted on afterward.
- A hardware vendor relationship that can support you at your planned scale, not just your pilot phase.
