DoT checks company structure, net worth, and Indian ownership requirements against the specific category you're applying for. This is worth confirming before you invest time in the rest of the application -- the net worth threshold in particular scales with your chosen category (Category A requires substantially more than Category C), so it's the first thing to check against your actual funding position.
Choosing your category correctly
- Category A -- nationwide coverage, highest entry fee and bank guarantee
- Category B -- a single telecom circle or state
- Category C -- a district or local area, the fastest and most affordable tier to get operational in
DoT's guidelines don't favor one category over another -- they simply require that your application match your actual planned coverage. Applying for a broader category than your rollout plan supports doesn't speed anything up; it just increases your entry fee and bank guarantee for no operational benefit.
Documentation guidelines
- Certificate of Incorporation and Memorandum/Articles of Association
- Audited financial statements for the last three years
- A board resolution specifically authorizing the license application
- A net worth certificate from a practicing Chartered Accountant, matching your category's threshold
- A technical feasibility report and network architecture diagram
DoT's stated guidelines don't leave much room for partial documentation -- an incomplete filing typically comes back for resubmission rather than being processed with gaps, which is the single biggest cause of delay we see.

Meeting DoT's registration guidelines gets you the license -- it doesn't end your obligations.
