IP-1 License Registration in India: What It Covers and Who Needs It

IP-1 (Infrastructure Provider Category-I) registration is one of the more specific and narrower categories in India's telecom framework -- easy to confuse with an ISP or VNO license, but authorizing something quite different.

What an IP-1 registration actually authorizes

IP-1 registration covers entities that provide passive infrastructure -- dark fibre, duct space, tower space -- to licensed telecom operators. Critically, an IP-1 registration holder leases infrastructure to operators; it does not provide telecom services to end customers directly. That distinction is what separates it from a VNO or ISP license.

Who typically needs this

  • Companies that own fibre or duct networks and want to lease capacity to telecom operators
  • Tower infrastructure companies leasing space to multiple operators
  • Real estate or infrastructure developers building in-building or campus infrastructure for lease to licensed operators

How this is different from a VNO or ISP license

A VNO or ISP license authorizes you to sell connectivity to end customers. IP-1 registration authorizes the opposite end of that relationship -- leasing the physical infrastructure that a VNO or ISP might use to actually deliver that connectivity. If your business model involves both (owning infrastructure and selling service on it), you may need both authorizations, or a VNO/ISP license that already covers your own infrastructure use.
