Ask this first: are you selling connectivity, or leasing infrastructure?
This is the single question that resolves most confusion. If you plan to sell internet or data connectivity directly to end customers, you need a VNO or ISP license, not an IP-1 registration. If you plan to lease physical infrastructure (fibre, duct space, tower space) to other licensed operators without selling connectivity yourself, IP-1 registration is the relevant category.
Common situations and which category fits
- You own fibre and want to lease dark fibre capacity to ISPs -> IP-1 registration
- You want to build a network and sell broadband to residents/businesses -> ISP license
- You want to resell connectivity under your own brand without owning the network -> VNO license
- You own tower infrastructure and lease space to multiple telecom operators -> IP-1 registration
- You're doing more than one of the above -> you may need more than one authorization; worth a proper consultation rather than guessing
What if you're still not sure?
This is genuinely one of the more common points of confusion in Indian telecom licensing, and it's worth getting right before filing anything -- applying under the wrong category wastes time and, in some cases, fees.
