OSP (Other Service Provider) registration is one of the more commonly misunderstood requirements in Indian telecom regulation -- not because it's complicated, but because most businesses that need it don't think of themselves as a "telecom" company at all.
What OSP registration actually covers
OSP registration applies to companies that use telecom resources to provide a service that isn't telecom itself -- call centers, BPOs, IT-enabled services, tele-banking, tele-medicine, and similar. If your business runs a call center or uses telecom infrastructure to deliver outsourced services, OSP registration is very likely relevant to you even though you're not selling connectivity to anyone.
It got a lot simpler in 2019
DoT significantly reformed OSP registration in November 2019: bank guarantee requirements were removed entirely, the separate domestic and international OSP registrations were merged into one simplified registration, and much of the ongoing reporting burden was reduced. If you looked into OSP registration before 2019 and found it burdensome, it's worth another look -- the current process is considerably lighter than it used to be, though it's still a mandatory registration, not optional.

- Any business whose service delivery model depends on telecom resources, even if telecom isn't the product itself
